Job Description

Technical Design Manager

Advance how our customers operate while you advance your career. Join GDIT as a Technical Design Manager and build an impactful career in enterprise IT, collaborating with people who are driven and resourceful like you.

The work you’ll do at GDIT will be impactful to the mission of our New York State client. You will play a crucial role as you join our team in partnership with New York State of Health (NYSoH) to provide comprehensive health coverage to more than 7.0 million New Yorkers through its Health Benefit Exchange (HBE)

MEANINGFUL WORK AND PERSONAL IMPACT

The Technical Design Manager will provide strategic, technical, and people leadership for the design and development of complex application components within the NYSOH platform. This role oversees Senior Technical Designers and collaborates closely with architects, project managers, and development teams to ensure high‑quality, scalable, and compliant technical solutions. The Technical Design Manager is responsible for establishing design standards, driving architectural alignment, and ensuring efficient execution across multiple development streams.

Technical Solution Design & Development

  • Design and develop efficient, scalable solutions for complex application functionality.
  • Lead technical design sessions and provide expert input on requirements, solution options, timelines, risks, and system impacts.
  • Design and implement features such as eligibility determination, verification workflows, immigration processes, income calculations, and member‑level eligibility using Java, Spring, Hibernate, MuleSoft, REST/SOAP services, and DB2.
  • Translate functional and non‑functional requirements into detailed technical design artifacts including class diagrams, sequence diagrams, API specs, data models, and integration designs.
  • Develop authentication and authorization modules for Individuals, Employers, Brokers, Navigators, Customer Service Representatives, and Super Eligibility Users.
  • Provide expert consultation on development practices, workflows, and Drools DRL rule design.
  • Compare solution alternatives and communicate pros/cons across business impact, complexity, maintainability, effort, and risk.

System Analysis & Investigation

  • Investigate requirements, code, rules, data, and integrations to understand system behavior and validate assumptions.
  • Assess how proposed changes affect eligibility outcomes, notices, existing members, caseworker processes, and downstream systems.
  • Identify improvement opportunities in application logic, data flows, and integrations, and recommend enhancements.
  • Enhance pre‑processing logic, caching, and performance‑critical components.
  • Conduct detailed technical reviews to ensure compliance with NYSOH architecture standards.

Technical Delivery & Leadership

  • Collaborate with development teams on story definition, estimation, and prioritization.
  • Allocate and oversee development tasks while mentoring mid‑level developers on best practices.
  • Ensure technical designs and delivered code meet quality, security, performance, and architectural standards.
  • Remain engaged through development, testing, and release to ensure the implemented solution meets the intended business outcome.
  • Support daily status updates and facilitate issue resolution with PMs, Architects, and developers.

Defect Analysis & Resolution

  • Lead defect triage to determine whether issues arise from design gaps, logic errors, data inconsistencies, or requirement misunderstandings.
  • Perform root‑cause analysis, identify the full affected population, and evaluate whether existing records require correction.
  • Document remediation approaches, recommended solutions, workarounds, and risk considerations.
  • Validate that fixes address both the root cause and downstream consequences before release.

Innovation & AI‑Driven Improvement

  • Develop proofs‑of‑concept (POCs) to validate new technologies, design patterns, or integration methods.
  • Stay current with modern engineering approaches, design methodologies, and industry best practices.
  • Use approved AI tools to support code analysis, impact assessment, design exploration, and test scenario generation — validating results against system behavior and business requirements while protecting sensitive information.
  • Collaborate with business analysts, developers, and clients to troubleshoot issues and ensure functional accuracy.
  • Apply engineering principles and Java design patterns to strengthen system reliability and maintainability.
